In a momentous shift in Bhutanese politics, Dasho Dr. Lotay Tshering has resigned from his position as President of the Druk Nyamrup Tshogpa (DNT), concluding an illustrious 11-year career that included five years as the nation’s Prime Minister. The DNT officially announced his resignation yesterday, following the submission of his formal letter on December 17, 2024.
Dr. Lotay’s departure from the party leadership marks the end of a significant chapter in Bhutan’s democratic journey. His resignation is widely seen as a strategic move to take on greater responsibilities following his appointment as Governor of the Gelephu Mindfulness City (GMC) in October 2024. This new role aligns with his commitment to sustainable development and the holistic growth of Bhutan.
In his heartfelt resignation letter, Dasho Dr. Lotay Tshering highlighted the remarkable progress Bhutan is experiencing, attributing it to transformative initiatives like the GMC project. “One cannot possibly imagine any bigger undertaking of a King in one reign than what we are seeing today,” he wrote. “We are blessed to stand at the flag-off of such a significant project, and everyone is excited to contribute and work together towards a successful finishing line.”
Reflecting on his tenure, Dr. Lotay expressed pride in his contributions through the DNT, especially during the unprecedented challenges posed by the COVID-19 pandemic. “A governance, complicated by Covid-19, presented an enormous but unique experience, which is now the valuable formula that will guide the rest of my life,” he noted.
Despite stepping down from his party role, Dr. Lotay reaffirmed his unwavering dedication to Bhutan. “As long as I am fit in health and firm in my resolve, I will continue to serve my King, country, and the people until my last day on earth, irrespective of the roles and positions,” he affirmed.

Collaborating closely with CEO Mun Leong Liew, he will manage policies, infrastructure, and local execution, balancing local needs with international standards to position Gelephu Mindfulness City as a model for sustainable growth. His responsibilities will include driving sustainability initiatives and reporting directly to the Board of Directors.
Dr. Lotay’s career spans both medicine and politics. After serving 11 years as a consultant urologist at JDWNRH, he fulfilled Nu 6.2 million in training obligations to resign from the civil service and pursue a political career in 2013. He led the DNT in the 2018 and 2023 elections, ultimately serving as Prime Minister in Bhutan’s third democratically elected government.
His accolades include the prestigious Lungmar scarf and the title of Dasho, awarded at the National Day celebrations in 2020 in recognition of his dedication during the COVID-19 pandemic. Additionally, he received the Druk Thuksey in 2017 for his contributions to medicine and was honored with the Father William Mackey Gold Medal for academic excellence from Sherubtse College in 1991. Dr. Lotay also holds the Unsung Hero of Compassion award from the 14th Dalai Lama.
