In a historic move to establish Bhutan as a global leader in mindfulness, sustainability, and innovation, the Gelephu Mindfulness City Authority (GMCA) has officially launched the “GMC Law No. 1 of 2024”, also known as the Application of Laws Act 2024. The unveiling ceremony took place yesterday at the revered Machhen Lhakhang in Punakha Dzong, marking a significant milestone for the nation.
The legislation, which has received the royal assent of His Majesty the King, lays the foundation for the Gelephu Mindfulness City (GMC) to emerge as a global hub for holistic urban development. His Majesty, who serves as the Executive Chairperson of the Gelephu Mindfulness City Board, granted the law, symbolizing the Kingdom’s commitment to innovation grounded in cultural values.
A Vision for Sustainable Urban Development
The event was attended by high-ranking officials, including the Prime Minister, Chief Justice, Chairperson of the Anti-Corruption Commission, Auditor General, and GMC Governor Dasho. Other dignitaries included GMC Board Member Dasho Arun Kapur and GIDC CEO Ujwal Dahal. Together, they highlighted the importance of the law in advancing GMC’s mission of blending modernity with Bhutan’s rich heritage and green energy resources.
The GMC Law No. 1 of 2024 establishes a robust governance framework for the Gelephu Mindfulness City Special Administrative Region (GMC SAR). It ensures the autonomy needed to attract international investment, streamline legal and business processes, and drive economic growth. The law builds on the foundation of the GMC Royal Charter, granted on February 10, 2024, which set the stage for the city’s innovative development.
A Unique Legal Framework
One of the law’s standout features is its incorporation of Singapore’s common law system and Abu Dhabi Global Market (ADGM) regulations. This pioneering approach governs critical areas such as company incorporation, employment, taxation, and financial services. By adopting these globally recognized legal frameworks, GMC offers a stable, transparent, and efficient regulatory environment for businesses and individuals, positioning itself as an attractive destination for international entrepreneurs and investors.
A Model of Mindfulness and Sustainability
At the heart of GMC’s vision is the integration of modern innovation with Bhutanese cultural values and environmental consciousness. The city aims to create an exemplary urban environment rooted in mindfulness, sustainability, and technological advancement. Leveraging Bhutan’s vast renewable energy resources, GMC is set to become a beacon of eco-friendly development, attracting industries aligned with its holistic ethos.
Phased Development and Strategic Growth
The enactment of the GMC Law marks the beginning of a phased approach to the city’s development. Phase 1 focuses on establishing a solid legal and business framework, including provisions for civil and criminal laws, to ensure orderly operations and promote law-abiding behavior. Phase 2 will introduce specialized legal codes, including arbitration mechanisms, in collaboration with the business community. These steps will ensure the legal framework evolves in tandem with the city’s growth.
A Global Inspiration
The Gelephu Mindfulness City initiative represents a groundbreaking model in urban development, combining traditional Bhutanese values with cutting-edge design and technology. It underscores Bhutan’s unique ability to lead the world in creating sustainable, mindful, and innovative urban environments.
The GMC project is not just an economic endeavor—it is a holistic vision for a city where mindfulness, cultural preservation, and environmental stewardship are woven into the fabric of daily life. With its forward-thinking approach, GMC has the potential to inspire similar projects globally, solidifying Bhutan’s reputation as a leader in sustainable and mindful development.
As Bhutan takes this bold step forward, the world will be watching, eager to learn from a nation that continues to redefine the possibilities of progress.
