The National Council rejected the National Assembly’s amendment to the Pay Revision Bill, where the NA proposed a 21-day annual leave for civil servants. According to the National Council’s Good Governance Committee, since the Royal Civil Service Commission is an autonomous institution, the Parliament should not meddle with the Civil Service Rules and Regulations.
The Committee also amended two sections of the Bill, which proposes reinstating Duty-Free membership for Members of Parliament that was removed by the Pay Structure Reform Act of Bhutan 2022. The House also proposed reinstating the gratuity benefit calculation upon retirement to the method used prior to the enactment of the Pay Structure Reform Act of Bhutan 2022. The National Council will adopt the Pay Revision Bill on Monday.
