Young Innovators Harness Blockchain to Modernise Public Services

As Bhutan accelerates its digital transformation journey, a new generation of innovators is turning to blockchain technology to solve some of the country’s most persistent administrative and governance challenges.

At a recent blockchain bootcamp and hackathon organised by the GovTech Agency, 11 teams made up of students, software developers, and working professionals showcased blockchain-powered solutions aimed at improving transparency, efficiency, and trust across public services.

The event highlighted a growing interest among Bhutanese youth in applying emerging technologies to real-world problems, from document verification and procurement systems to secure digital transactions and inter-agency coordination.

Among the top-performing projects was a solution developed by Team BondChain, which secured first place with a blockchain-based digital signing and verification platform integrated with Bhutan’s National Digital Identity (NDI) system.

The platform was designed to tackle concerns surrounding document tampering and the absence of reliable audit trails in traditional paper-based systems. By using blockchain technology, the system creates secure and tamper-proof digital records while maintaining transparent logs that track when documents are signed, modified, or accessed.

According to the team, the platform could significantly improve trust between citizens and government institutions by enabling instant verification of official documents and reducing opportunities for fraud.

Team member Jigme Nidup explained that the project focused on developing Application Programming Interfaces (APIs) that could support digital signing, verification, and document tracking across multiple government systems.

“Documents are not just pieces of paper. They represent proof of ownership or evidence of decisions made,” he said. “Our aim was to create a system that can integrate with existing platforms and address issues related to centralised control of data.”

Another standout innovation came from Team Toffs, which earned second place for EDUCHAIN, a blockchain-driven academic verification system intended to combat forged certificates and simplify student record management.

The platform allows institutions such as the Bhutan Council for School Examinations and Assessment to upload academic records directly onto the blockchain. Students can then securely access their records using their NDI credentials, while universities and other institutions can verify documents instantly.

Team member Pradee Pokhrel said the system could help streamline university application processes while reducing dependency on hard-copy documentation.

“With many students applying to different universities, document tampering remains a concern, and obtaining physical copies can also be time-consuming,” he said. “Blockchain offers a way to digitalise and secure the entire process.”

The winning teams received cash prizes of USD 1,700 and USD 1,300 respectively and will also get the opportunity to participate in Development Communication (DevCom) in Mumbai.

Throughout the week-long programme, participants engaged in technical workshops, mentorship sessions, and collaborative activities led by both local and international blockchain experts. Organisers say the initiative is part of broader efforts to cultivate local expertise in emerging technologies while encouraging solutions tailored specifically to Bhutan’s needs.

GovTech Agency representatives also confirmed that continued mentorship and incubation support would be provided to promising teams to help transform their prototypes into deployable products.

Kinley Phuentso from the GovTech Agency said participants with viable minimum viable products (MVPs) would continue receiving technical guidance from both Bhutanese and international blockchain experts, including mentors from Ethereum and India-based teams.

He added that innovators would also have access to facilities at the Bhutan Innovation and Technology Centre at Tech Park, along with support for stakeholder engagement and commercialisation.

The innovations presented during the hackathon reflect a growing momentum within Bhutan’s tech community, where young developers are increasingly exploring how emerging technologies can strengthen governance, improve efficiency, and build greater public trust in the country’s evolving digital ecosystem.
