Bhutan Expands Digital Payment Reach With New Revenue System Integration

In a push to make public service payments faster and more citizen-friendly, the Department of Revenue and Customs (DRC) has partnered with Bhutan National Bank (BNB) to link the Bhutan Integrated Revenue Management System (BIRMS) with BNB’s mobile banking platform, mPay.

The collaboration marks another milestone in the government’s efforts to streamline tax and fee submissions under its growing digital finance ecosystem. BIRMS, launched in 2023 as the national gateway for revenue collection, currently handles customs duty, sales tax, property tax, and a spectrum of government fees. With the latest integration, taxpayers can now make these payments directly through mPay, eliminating the need for physical visits or multiple banking channels.

Officials said the initiative strengthens transparency, cuts administrative delays, and expands access for individuals and businesses across the country. Payments can now be processed at border entry points and through various government and affiliated agencies, significantly reducing wait times and manual verification steps.

“This linkage ensures smoother transactions for our clients while supporting the government’s vision for digital transformation,” a spokesperson from BNB noted.

The move builds on earlier efforts to broaden digital payment accessibility. In 2024, BIRMS was successfully integrated with the Bank of Bhutan’s MBoB application, giving thousands of users a direct route for revenue payments via their smartphones.

With major financial institutions now on board, the DRC says it expects further improvements in compliance, service delivery, and national revenue efficiency. For taxpayers, the expansion means one thing above all: paying dues has just become quicker, clearer, and closer to home—right within their mobile screens.
