Central Monastic Body Introduces New Commission to Reform HR Management

The Central Monastic Body (Zhung Dratshang) has taken a significant step toward institutional reform with the establishment of the Dratshang Human Resource Commission (DHRC), an initiative aimed at modernizing the management of monks and monastic personnel.

The newly formed commission has been tasked with bringing greater structure, professionalism, and transparency to human resource practices within the monastic administration. Among its key objectives are formalizing appointment processes, systematically recording monks’ skills and experience, and ensuring that deployments are carried out in a fair and consistent manner.

Modeled partly on the Royal Civil Service Commission, the DHRC will oversee all salaried positions under the Central Monastic Body, with the exception of the Je Khenpo and Lop Lhengay. One of its major undertakings is the creation of a comprehensive database that documents the qualifications, experience, and seniority of monks. This database will serve as the foundation for a merit-based appointment system, helping align individual capabilities with institutional needs.

The commission operates under a clearly defined Rules of Procedure (RoP), which came into effect on December 23, 2023. The RoP outlines guidelines for candidate selection, workforce planning, and other administrative functions, providing a standardized framework for decision-making across the monastic system.

While the reforms initially faced some resistance, particularly due to concerns about change and unfamiliar processes, these challenges were addressed through targeted awareness and sensitization programs. As a result, the new system has gained broad acceptance across all 19 monasteries administered by the Central Monastic Body.

Officials say the reforms are expected to strengthen the long-term growth and development of the monastic institution by ensuring that monks with diverse skills and experience are effectively deployed where they are most needed. The DHRC is thus seen as a key step in balancing tradition with modern administrative practices, while safeguarding the integrity and efficiency of the monastic system.
