DHI’s Bold Bet: Flood Damage Can’t Derail Phuentsholing’s Future

Druk Holding and Investments (DHI) has assured stakeholders that the ambitious Phuentsholing Township Development Project (PTDP) remains on schedule, even after recent monsoon floods caused localized damage to parts of the site.

The PTDP, a flagship urban development initiative funded in partnership with the Asian Development Bank, aims to reclaim riparian land along the Amochhu River, mitigate long-standing flood risks, ease urban congestion in Phuentsholing, and create modern residential, commercial, and infrastructure facilities guided by smart city principles. Spanning significant acreage, the project includes critical river training works, embankments, flood protection structures, roads, and utilities designed to transform a historically flood-prone area into a resilient township.

Recent heavy rainfall triggered debris flows that damaged concrete pavements, buried footpaths, affected electrical cables, and partially impacted a pedestrian bridge, which was subsequently removed to facilitate debris clearance. However, DHI emphasized that the core flood defense infrastructure—engineered to withstand a one-in-100-year flood event—remained intact and effective.

“While surface-level works sustained damage, the primary protective structures performed as designed,” DHI stated, underscoring the project’s resilience. Restoration efforts for affected areas are planned post-monsoon, with ongoing focus on enhancing debris management channels and addressing slope instability from surrounding hillsides.

The project highlights Bhutan’s proactive approach to urban development amid climate challenges. By reclaiming land and strengthening flood defenses, PTDP not only aims to safeguard Phuentsholing but also to unlock economic opportunities through new investments in housing and commerce.

As Bhutan navigates increasing environmental pressures, the PTDP serves as a model of adaptive infrastructure. DHI continues to collaborate with stakeholders to refine solutions, ensuring long-term sustainability. With core works progressing steadily, the township is poised to deliver significant benefits to the region in the coming years.
