I am writing to express my concern over the new Thimphu Structure Plan and Design Code, which mandates a minimum of 25 decimals for plot subdivisions in Thimphu district. While the government’s intention to promote organised and sustainable urban development is commendable, this regulation places an undue burden on families with smaller landholdings.
In many cases, parents own less than 50 decimals, yet have several children to provide for. The new rule makes it nearly impossible to divide land fairly among heirs, potentially fuelling family disputes and even legal battles. In the past, smaller subdivisions—10 or 13 decimals—allowed families to sell part of their land to finance housing construction on the remainder. This option is now closed, leaving many in a difficult position.
I acknowledge the government’s concerns about overcrowding and haphazard growth. However, flexibility should be considered for smaller plots, perhaps allowing subdivisions of 10 or 13 decimals in special cases. This would balance urban planning objectives with the needs of ordinary citizens.
I urge the authorities to revisit the policy so it safeguards both our city’s future and the harmony within our families.
